For one thing, we should comply with some rules: 1)English speakers are not allowed to laugh at those, who learn to speak. 2) English speakers shouldn't be afraid to make mistakes. hmm...We can use the verbs 'to make', 'to let', and sometimes 'to have' without the particle 'to' (especially in American English)...am I right or are there some more rules about using this particle after 'to help'?

Partially you are right. The verbs "to let", "to make" and "to have" are causative verbs. We can use bare infinitive after "to help", because there is a tendency to use an infinitive without the particle "to". In Modern English "to help smb DO" is used more frequently.
